Civil Rights Commission

The New Jersey Commission on Civil Rights is charged with advising the Attorney General about the work of the Division. The Commission is comprised of seven members appointed by the Governor who meet monthly with the Division's executive staff. The Commissioners survey the operations of the Division and bring the Division ideas and information that enhance the agency's reach and effectiveness. Additionally, the Commission reports to the Governor and the Legislature on matters relating to the Division and its mission. The individual Commissioners also support Division events, such as community roundtables and conferences and serve as liaisons to various communities across the State of New Jersey.

The 2008 Commission meetings are scheduled for the following days:

Commissioner Rivitz was appointed in 2003. She is an educational consultant in private practice and specializes in matters of bias and prejudice. Dr. Rivitz is the Chair of the Advisory Board of the New Jersey Human Relations Council and is a member of the New Jersey Commission on Holocaust Education staff. She is a committee member of the New Jersey Cares About Bullying Campaign and works on the Train the Trainers project of the Office of Bias Crime. She also works on Character Education projects, statewide. Dr. Rivitz was instrumental in the formulation of the highly successful New Jersey Bias Crime Victims Support Service as well as the training of personnel.

Commissioner Campbell was appointed in 2003. He is Co-Founder and Sponsor of Gay and Lesbian Political Action and Support. He served as Co-Chair of the Middlesex County Human Relations Commission, and is on the Advisory Board of the New Jersey Human Relations Council. Commissioner Campbell operated a licensed nursing home for seven years, spent five as a Navy Hospital Corpsman, serving in Korea with the First Marine Air Wing, and had a career with the Veterans Administration (V.A.) where he was Chief, Medical Administration Service. Since 1985 he has dedicated his retirement to basic civil and human rights.

Commissioner Carroll was appointed in 2006. She is a Domestic Preparedness Planner for the Office of Emergency Management in the County of Union. She is responsible for writing and managing grants specializing in homeland security, domestic preparedness and law enforcement programs. Additionally, she is responsible for the emergency shelter program and the implementation of the emergency evacuation shelters for 525,000 residents. Before her current position, she served as a Special Assistant to the Deputy County Manager and as an Economic Development Representative.

Born in Oriente, Cuba, Commissioner Fernández immigrated to the United States in 1970 and became a naturalized citizen in 1979. A resident of Union County, she received her B.A. from Rutgers University and her M.A. from The Catholic University of America, in Washington D.C. Commissioner Fernández is employed as Constituent Relations Director to New Jersey’s 20th Legislative District. She serves on the Union County Cultural and Heritage Commission Advisory Board, of which she is presently the Chairperson.

Commissioner Mawla, Esq. was appointed in 2006 and has practiced law since 1999 when he was admitted to the State of New Jersey Bar and the United States District Court for the District of New Jersey. His undergraduate degree is from Rutgers University and his law degree is from Seton Hall University School of Law. He serves in Morris and Essex Early Settlement Programs and lectures at ICLE Family Summer Law Program, he also lectures in the Department of Political Science and the Center for Middle East Studies at Rutgers University where he served as a member of the advisory board to the Dean of Faculty of Arts and Sciences.

Commissioner Raval was appointed in 2004. She is in private practice in Hoboken, New Jersey and has been with the Law firm of Sarkisian, Florio, & Kenny since 1997. She has litigated various claims involving civil rights and employment issues. She is an active member in Gujarati community in North Jersey.

Richard T. Smith was appointed in 2004. He is employed by the New Jersey Department of Corrections, Southwoods State Prison in Bridgeton, New Jersey. Commissioner Smith is presently the President of the National Association for the Advancement of Colored People, NAACP, Greater Vineland Branch No. 2115. In April of 2003 he was elected to the Vineland Board of Education, which he has served on since 2001. He is an elected member of the Cumberland County Democratic Executive Committee of the City of Vineland.
